Japan ordered compensation for the victims of nuclear

The Government of Japan ordered the operator of a nuclear plant damaged by the tsunami, leaks of radiation to pay $12,000 to every household forced to evacuate the area, but some of the displaced said Friday the handout was not enough.

Tens of thousands of residents unable to return to their homes near the nuclear plant of deprived of their livelihoods and possessions, uncertain of when, if ever, they will be able to return home. Some have travelled hundreds of kilometres at the head of the Tokyo Electric Power Co. Tokyo to press their claims.

Hiroaki WADA, a spokesman for the Ministry of commerce, said Friday that TEPCO will pay compensation as soon as possible, with families forced to evacuate getting one million yen (about $12,000) and individuals to 750,000 yen (approximately $9,000). Payments are due to begin April 28.

"There are approximately 150 single evacuation centres." It will take time to ensure that everyone gets the money. But we want that company to do so quickly in support of life people, Banri Kaieda Trade Minister said at a press conference.

Japanese Emperor Akihito, left, and Empress Michiko, greet people at an evacuation shelter in Asahi City in Chiba Prefecture, about 86 kilometres east of Tokyo, Thursday, during their first trip to the disaster zone since the March 11 earthquake and tsunami. Japanese Emperor Akihito, left and Empress Michiko, greet people in a shelter for evacuation in the city of Asahi in Chiba Prefecture, about 86 kilometres from Tokyo Thursday during their first visit to the disaster zone since March 11, earthquake and tsunami. Kyodo News/Associated pressthe arrangement is a provisional compensation more expected, said the WADA. About 48 000 households living within 30 miles of the Fukushima Daiichi crippled nuclear plant would be eligible for payments.

Akemi Osumi, a mother of 48 three years who have been evacuated from the town of Futaba, adjacent to the nuclear power plant, said the money was a "small step" but was unfair to large families. His family is living in a shelter in a school North of Tokyo, and also must rent an apartment for her eldest son to go to a vocational school.

"A million yen does not go very far", she said. "I am not satisfied only 1 million yen by family." If it was dependent on the size of the family I could understand, but it is not. ?

The President of TEPCO, Masataka Shimizu, was to formally announce the plan later Friday. The company is still struggling to stabilize at the nuclear power plant, which has seen its cooling systems fail after an earthquake of magnitude 9.0 on 11 March triggered a massive tsunami that wrecked the backup systems for emergency and many regular equipment of the plant.

Leaks of radiation of the crisis have contaminated crops and fishermen left the region unable to sell their catch, a huge blow in a region highly dependent on fisheries and agriculture.

The Governor of Fukushima, Yuhei Sato, has vigorously criticized TEPCO and the Government for their management of the disaster, demanding faster action.

"It is only a beginning." The accident is completed. We will continue to ask the Government and TEPCO to compensate fully evacuated. ?

About 140,000 people still live in shelters after losing their homes or be advised to evacuate because of concerns about radiation.

Seeking to evacuees from the console, Emperor of the Japan has visited the disaster zone of the country for the first time Thursday.

In Asahi, where 13 people were killed and some 3,000 homes damaged, Emperor Akihito, 77, and Empress Michiko got their first look at the devastation kick, somberly watching a parcel of land where once was a home and also experiences with disaster relief to two shelters.

The royal couple kneeling on mats to talk gently with the survivors, who bowed in thanks and wiping away tears. An evacuee with Down syndrome, which has poorly speaking, wrote "I will keep fighting" in a small notebook he presented to the Emperor and Empress. Asahi is about 85 km from Tokyo.

While the urgency of months dragged, radiation levels fell enough for the police sealed in combinations of white protection, goggles and gloves blue begin to search for bodies in the muddy debris within a radius of 10 kilometres of the Fukushima Dai-ichi plant which had been closed.

The authorities estimate up to 1,000 bodies are deposited in the debris.

A police spokesman, who gave only the name of Sato, said researchers were working Friday to retrieve three of the 10 bodies found Thursday who were trapped in cars or debris.

Overall, the bodies of only about 13,500 of more than 26 000 people believed killed in the March 11 disaster have been recovered. Many of the remaining victims would be washed out to sea.

Check out this small tsunami victims, a dog, which somehow remained saved him alive on a floating pile of rubble with a roof on the top for three weeks before the Japanese Coast Guard.

If a dog under these conditions to the life, could no one? This is an important issue, because it lacks in Japan still 18,000 tsunami and earthquake victims, with little hope for their survival.

How are this dog alive? While dogs and people for three weeks without food can survive, they can go no longer than a few days without water. Floating in the Ocean off the coast of Japan, who was a dog surrounded by salt water, but like a human being in the same situation, which have kept him alive a scientist website would not - according to the Department of energy issues:

People can drink not salt water, because the kidneys can make only urine that is less salty than salt water. So get rid of, need to urinate you the excess salt taken by drinking salt water drank more water than you, so you die of dehydration.

It has been a rainy three weeks aboard this ragtag, where small accumulated pools of fresh water must have kept the dog alive.

It is probably too late for more survivors, but it is not too late for you to help earthquake and tsunami victims in Japan. Here is how.

US AIDS Japan in the last area for earthquake victims

In the largest rescue operation in this country ever carried out 18,000 Japanese researchers joined was of 7,000 American military in an operation to scour employs 120 helicopters and reconnaissance aircraft and 65 ships a coastal strip stretches from the northern tip of the Prefecture of Iwate at the southern end of Fukushima Prefecture, Japan.

"There are more than 16,000 people are still as is listed missing," said Minako Sawamura, a spokeswoman for the ground self defense forces headquarters in Sendai. "So that we all work together - land, sea and units of the armed forces themselves, together with the Marines and Navy, the police, fire department, coast guard units."

"So far," she said, "has focused the search on the search for survivors ashore." But the tsunami many people with it if it washed back into the sea. "So make efforts from the air, including those people we find." The search could help effort closure to the families of 16,464 people bring the Agency policy as missing lists. With the tsunami, whole villages on the coast north of Tokyo, wiped out many have can be found never. The number of the dead is now at 11,620, police said.

Prime Minister Naoto Kan took a step in the direction of the turn Friday afternoon, said at a press conference that his Cabinet had decided, the disaster would be officially known as "the great East Japan earthquake".

"We need to on a long struggle, to be prepared," Mr Kan said, "but we get the job done."

In another symbolic gesture to show the changing emphasis in Tokyo, Yukio Edano, the Chief Cabinet Secretary, showed up for a press conference on Friday morning for the first time since the disaster March 11 met jackets dressed in normal business attire, he has appeared in a blue work had officials moved to the seriousness of the situation.

"We want to show that the Government of the future is looking for, taking into account the reconstruction plans," said Mr Edano on statement.

The Japanese are still distracted by the drama of the Fukushima Daiichi nuclear power station, 140 km north of Tokyo. Several reactors at the plant were designed by the quake, shut down, as they were to do, but had knocked out their cooling systems by the tsunami that followed. A magnitude of 9.0, it was the largest earthquake ever measured in Japan.

Since March 11, has the plant fires and explosions in several reactors maintained, and radiation leaks - including in the sea near the plant. The operator of that plant, Tokyo electric power company, said this week of four damaged blocks would be scrapped.

Workers have to reduce spraying water on the reactors and their spent fuel pools for several weeks until temperatures as they try to restore the cooling systems. This work is as well as where the radiation leaks to answer, the turbine connected hampered efforts to the crucial question buildings on reactors 1, 2, 3 and 4 by the accumulation of highly radioactive water.

Junichi Matsumoto, a spokesman of Tokyo electric power, said an afternoon press conference, which was successfully, continue to the pumps of the contaminated water even though he offered no timeline for completion of the work.

Tokyo electric power said late Thursday that the groundwater in the vicinity of the installation also, potentially was contaminated because rain or radioactive substance in the soil had washed the spraying operations. The company first said the radiation was 10,000 times the normal level, then later an own data in question. It did the same with a report that the level of iodine-131 in sea water in the vicinity of the plant had fallen the statutory limit to more than 4,000 times on Thursday under 2,000 times.

On Friday, Hidehiko Nishiyama, Deputy Head of the Japanese nuclear and industrial Agency, a press conference, said that the Government had questions about the company figures and ITTO had asked review the data.

With the company before unknown but potentially huge liabilities arising from the radioactive fallout from the plant and the evacuation of the area around the plant, is the share price in free fall and its debt rating under attack by credit rating agencies, put their survival in doubt.

Mr Kan said Friday for the first time, "I want to insist as a private company." That leaves open the possibility of State aid, but will help to calm talk of a nationalization of the utility, that to as the world's largest company current place to the disaster ripped billions of dollars from his market value.

Tokyo electric power plans now, whether a resin, used usually for high and civil engineering plant against the spread of their radioactive dust can be distributed applications such as landfills and road surfaces on the debris to the power plant. A test for the resin, known as Kuricoat, for Thursday planned was interrupted by rain.

In the meantime have the aftershocks that have rocked the area of the quake zone by Tokyo, adding the fear, falling down slowly in number. The Japan Meteorological Agency, the seismological data to Friday title its forecast of 20 percent of the probability that an aftershock magnitude 5.0 or higher take the region over the next few days would lowered to 10 percent.

There were 384 aftershocks of magnitude 5.0 or higher since March 11, the Agency said.

The operation includes 120 aircraft and 65 ships and covers the three prefectures beat most of the disaster, the 11,400 people killed and more than 16,500 missing links.

The Quake and tsunami also cooling systems on the nuclear power plant in Fukushima, which you licking different forms of radiation.

In an address Parliament Friday criticised the plant operator Tokyo electric power company Prime Minister Naoto Kan, with inadequate defense against a tsunami.? But the Japanese leader the public that there is no risk of contamination outside the 20-kilometer exclusion zone around the nuclear power plant imposed.

Nuclear industry experts from the United States, are France and elsewhere in Japan Friday and it, heading TEPCO to provide support. Specialized robots are also helping, where it too dangerous for people is sent.

Radiation leaking crippled left nuclear power plant in nearby water, beef and even corpses Fukushima of Japan's earthquake and tsunami is detected.

Authorities are considering what corpses in the vicinity of the plant, say with 1000, it can be too dangerous to collect them, because of fears that the bodies with radiation contaminated are.? Police sources to warn that the families of the victims burned the body, such as the tradition in Japan is, it could publish more radioactivity in the environment.
